Summary: Stop the node that's been kicked out of topology

During a handshake a node might get a "you're stale" reply. Usually it means
that one side of the connection already left logical topology. We should:
* Identify, which one of two nodes left the topology
* Stop this node by either notifying a failure handler through normal means,
or introduce a new mechanism
