IGNITE-16376 introduced infrastructure to add new types which should act like
built-in. Until now there was only one such type: UUID. But in calcite 1.39
UUID became a first class citizen, and infrastructure introduced in
IGNITE-16376 became obsolete.
Perhaps, it worth to clean up code which is neither used nor tested.
