h3. Motivation
The size of inline bytes is limited, so the more information we put in, the
more likely we can compare tuples without uploading a full entry.
Another point is if the compression format allows comparing tuples without a
schema, it boosts performance in cases where the inline size is enough for
comparison.
h3. Definition of done
Implement the binary tuple compression format.
