Most of the databases have a supporting set of NULL ordering for sorted
indexes. AI3 doesn't have such an ability right now.
Let's make it possible to set and use such ordering.
Need to take into account the following parts:
1. Works for PK indexes
2. Support the ordering in our test framework
3. Support the ordering for annotation in Catalog.
