Summary: Report to log TimeoutExceptions during safe time sync

TimoutExceptions are neither reported nor used for triggering failure handler,
we just hope that the next attempt will be more lucky. But the constant issue
with safe time sync can affect read only transactions and we'd better see it in
logs. We should write a message after N unsuccessful attempts, but only once in
some time interval.
