Environment: (was: Aforementioned test should check that multi-step
rebalance works fine when a group leader is changed in the middle of pending
assignments queue processing, however existing implementation doesn't linearize
rebalance and leader change, all options are possible:
* leader re-elected prior to rebalance;
* leader re-elected in the middle of rebalance - desired one;
* leader re-elected after rebalance;
The test should be rewritten in such a way as to guarantee that the leader will
change exactly at the moment of rebalance.)
