Description: Currently, cached query plans are never invalidated unless
they evicted due to size-based eviction policy. (was: The idea is to
establish relation between particular query plan and statistics instances used
during plan preparation. When statistics instance gets outdated and
recollected, it notifies all related plan in plan cache, so re-optimization
task is scheduled.)
