Currently, we can save all executed SQL plans. Since we are going to
automatically re-optimize cached planes, this can lead to wasted resources
re-optimizing one-time queries that will never be executed.
Let's add an expiration for the cache of the plans. It should depend on the
last use time and can be configurable. By default, expiration can be 30 minutes
