Instead of fully-fledged system zones, one should be created automatically and
bound to both CMG and MG. Neither should it be possible to drop the default
system zone or create any other system zones.
Instead of system groups topology altering on graceful shutdown, cluster should
react on topology changes after the node left.
No quorum size decrease expected.
