Description: Cache get request should be performed using the same DC
cluster nodes when client has dcId attribute specified and read from backup is
allowed. (was: Document all operations in Cache API implementation which are
possible to optimize in MDC deployment, like routing read requests to the same
DC whenever possible.
Using new property added in IGNITE-26211 estimate work needed to optimize these
operations.)
