Description:
{{SystemDisasterRecoveryClient}} uses CLI in a separate process to run recovery
commands. It's cumbersome and doesn't work on Windows (although it's fairly
easy to fix).
Let's use REST client directly.

Let's use REST API directly, maybe in the future, when we will have proper Java
client, we reuse it here as well.
