We need to add a more honest reproducer for situations where, after truncating 
the raft log prefix and aborting the rebalance, a node restarts and fails to do 
so due to error "Node <20_part_0/node_3346> is initialized with inconsistent 
log, status=Status[EIO<1014>: Missing logs in (0, 19789)].".
