Summary: Log outgoing raft snapshot operations

Check that we log when it starts/stops. In addition to that we should print
additional statistics:
* Metadata (raft index/term, etc.)
* How long it took
* How many entries/versions/batches/transactions we have sent
* How many entries/versions/batches we have sent out of order
({{{}OutgoingSnapshot#outOfOrderMvData{}}})
* Anything else useful
