h3. Motivation
CmgRaftService and ClusterManagementGroupManager are using a RAFT client method
with a default timeout. We need to rewrite the classes so that they use the new
client from IGNITE-27154
h3. Definition of done
CmgRaftService has to use the RAFT client form IGNITE-27154.
ClusterManagementGroupManager has to adapt in accordance with CmgRaftService.
Some methods that did not have a timeout in parameters should support it
(metaStorageNodes, metaStorageInfo, logicalTopology, validatedNodes,
changeMetastorageNodes).
