Currently queries planning is dependent on catalog version. In case of any 
catalog change, even if it is not related to the current SQL query, the query 
optimization will be performed anew.

It is even worse if the catalog was changed during planning, in which case we 
will have to reschedule the planning one more time.

We need to figure out how to avoid re-planning of the SQL query if the catalog 
has been changed, but these changes are unrelated to the current query.
