Description: CpuLoad metric is located in `os` metrics source nearby
`LoadAverage` metric that clearly states that it's a system load average.
However `CpuLoad` metric doesn't clarify that, leaving us to guess whenever
it's a system cpu load or a process cpu load. Let's clear that confusion (was:
CpuLoad metric always returns 0 in docker container environment.)
