Description:
Currently each table partition statistic is represented by separate metric
source (in other words for 24 partitions you'll get 24 separate metric
sources). Since those metrics were created solely for troubleshooting reasons
they were disabled by default in IGNITE-27813, but this will force user to
manually enable each partition via cli in case of need. This can become very
tedious and it's not user-friendly. We need to redesign exposure of those
metrics so only signle action will be required for enabling partittion
statistics for particular table.
