Description: Lets add useful methods into TableRegistry. Currently it just
allows to mutate its inner maps, while ideally we want to make a focused
methods that do make sense (was: TableImplFactory: Its a pure construction
factory with no shared mutable state. It removes 10 fields from TableManager
that are required only for creating TableImpl.)
