Description: Update IGNITE_HEADER to v3 after discovery message migrations
to reject nodes with old type of serialization (was: Discovery message format
changed after IGNITE-26111. Because of that we have some extra checks for
message formats. Suggestion is to detect message format by comparing
IGNITE_HEADERs)
