Currently TCBot mainly publishes test failure analysis and diagnostics to JIRA.
It would be useful to extend the integration and also publish comments directly
to related GitHub Pull Requests.
Expected behavior:
- detect related GitHub PR for a build or branch
- publish TCBot analysis comment to the PR
- avoid duplicate comments on repeated runs
- support update of existing bot comments
