Description:
Print WARN message to the log when the limit for active compute tasks on a
thin-client connection is exceeded some threshold, specifying the connectionId,
the current number of active tasks, and the limit.
Limit the frequency of repeated log entries to avoid spamming the log during
prolonged saturation (where possible).
