Nikita Amelchev updated IGNITE-19661:
-------------------------------------
    Description:
In-memory CDC should not produce WAL records when disabled.

Nodes with in-memory data regions keep writing data records to the WAL while
CDC is disabled by the {{cdc.disabled}} distributed property, although the
archived segments are not linked to the CDC directory, so the I/O and the
archive space are spent for nothing, while the property exists to reduce the
cost of CDC when the application is down for a long time.
