Fixes commands and references in the developer docs that no longer work:
- DEVNOTES.txt: the .NET build uses the build-dotnet profile (platforms was
renamed) and .NET 6 SDK. The test command uses
-Dsurefire.failIfNoSpecifiedTests=false, -DFORK_COUNT_SET_TO_1 (with
forkCount=0 nodes fail to start on JDK 17) and all-java,lgpl.
- CONTRIBUTING.md: build command with a goal, account requests via
selfserve.apache.org, ci2 server, docs sources, blog link.
- Removed Travis leftovers (README badge, DEVNOTES mention, RAT exclusion),
fixed the Slack link in the PR template, the snippet path in docs/README.adoc
and a Cyrillic letter in the "Check .NET code" job name.
