Description: Need to cover situation, when some archived wal segments,
which are not reserved by IgniteWriteAheadLogManager, are deleted during
rebalancing or were deleted before. However, rebalancing from WAL is broken.
When fix [IGNITE-8116|https://issues.apache.org/jira/browse/IGNITE-8116] is
available, it will be implemented. (was: It is important to test safety of
deleting unused WAL segments when node supplies rebalancing. However,
