Description:
There is possible situation that GridDhtPartitionTopologyImpl#update received
full map with node that left on a previous exchange with firing lost events. It
leads to raising evens twice.
IgniteCachePartitionLossPolicySelfTest was changed to check raising events for
all lost partitions
