SQL {{UPDATE}} trims precision more than milliseconds for {{LocalTime}}.
Created a ticket for investigation IGNITE-12009.
Was reproduced only for Java 9+ because of increased precision of system clock.
Employed nanosecond precision in tests explicitly. Ignored a test for UPDATE
with nanos precision and added a test for UPDATE with millis precision instead.
