{{ReadMetricsOnNodeStartupTest#testReadMetricsOnNodeStartup}} test fails
sometimes. The reason is try to export gauge metric value while
{{TcpCommunicationMetricsListener}} isn't initialized.
**Proposed solution:**
Register metrics after export SPIs are already started.
