I think what you are suggesting may be OK. The way I understand is that you are 
saying that we ignore the setting of {{excludeNeighbors}} if there is only 1 
host in the cluster, right? In this case we should update this behavior for all 
the affinity function implementations, not just {{RendezvousAffinityFunction}}, 
and also update the javadoc for all of them as well. We should also print out a 
warning whenever the setting of {{excludeNeighbors}} is ignored (i.e. there is 
more than one node in the cluster and all the cluster nodes are on the same 
host).
