I am receiving an individual email for every build. There is no need to send 
notifications all the build emails. The only thing we need is a link to the 
TeamCity build added as a comment to the Jira ticket.

Also, other projects have automatic comment in Jira ticket whenever a pull 
request is submitted. We should try to have the same.
