Summary: Adding Parquet-tools to toolchain is desirable

Currently, the parquet-tools utility is not available from within the
toolchain. As result, one has to download the jar file
(parquet-tools-<version>.jar) first.
With the parquet-tools utility, one can easily examine a parquet file in HDFS
or on local disks.
