In the presence of bad clients (or certain very slow SASL operations), the 
connection setup pool can be overwhelmed, preventing clients from connecting 
until the bad connections time out. The size of this pool was already increased 
from one to two in IMPALA-7565, but some environments have still seen the pool 
overwhelmed. This can cause an unnecessary outage.

There are other approaches to more comprehensively improve this (e.g. 
IMPALA-11653 and IMPALA-7638). In the meantime, further increasing the default 
value for accepted_cnxn_setup_thread_pool_size makes it less likely that the 
pool will be inadvertently overwhelmed by bad clients. It seems like the 
default should be at least 5 if not 10.
