Kudu uses a [watchdog
thread|https://github.com/apache/kudu/blob/master/src/kudu/util/kernel_stack_watchdog.h]
to log warning about threads that seem stuck.

We already pulled kudu/util into our codebase and it seems after starting a
watchdog thread we should be able to use this, too.
