I think the way to complex setups needs to be such that the user needs more authority - such as beign able to log in to the servber and perform file sysyem changes. This isn't packaged up "add a database" that power-user, non-admin can be allowed to do. The ideal for a changes to a live server) is to do the changes on the server. then send a "reload" request.
