I think that's expected, because fileinstall primary folder is the etc/ folder
for configurations only.
When it starts, it will pick the org.apache.felix.fileinstall-deploy.cfg
configuration, which will be given to ConfigAdmin and then alter picked up by
fileinstall to start monitoring the deploy folder as indicated in this
configuration file.
Let me know (or reopen) if that's not what you actually see.
