Same was the case with me as reported by Ivan.
I was trying to get the OSGi JAXRS Connector from EclipseSource running on my
Karaf 3.0.1.
I had to comment out javax.annotation;version="1.2" in jre.properties, and
separately deploy javax.annotation bundle
install -s mvn:javax.annotation/javax.annotation-api/1.2
