IMHO, it's not a big deal: if they remove eventadmin from their custom
distribution, it means that the shell console may restart when they install a
feature referencing the eventadmin feature. But it works fine ! It's a bit
"disturbing", but it's not a problem.
So, in our standard distro, I would add eventadmin in stage1, and if an user
creates a custom distro without eventadmin, it makes sense (as he may be
interesting by this).
