The current version of pax web in karaf 4.4.0 is buggy: See

This issue is resolved in pax web >=8.0.4
This issue is very critical for users who deploy web applications in karaf,
cause the bug won't start applications which bind to context path /
Can you release a new karaf version with the fixed pax web version or
alternatively give us an advice how we can override the pax web version in the
karaf? (We build the karaf with the karaf maven plugin)
