While KARAF-7871 added support for running Karaf under Java 23, that fix is
incomplete as tooling will fail when encountering Java>21.
Fix this problem and future-proof with support to Java 25.
Once we get to Java11+ world, this sort of issue should not crop up, as we
should be able to discover everything need dynamically.
