    Description: Currently, we wait until the existing tablet open (tablet 
bootstrap) tasks are completed prior to shutting down. Instead, we should be 
able wrap Tablet Open tasks such that WAL replay can be canceled when the 
tablet server is shut down, or when a tablet replica is moved off a tablet 
server.  (was: Currently, we wait until the existing bootstrap tasks are 
completed prior to shutting down bootstrap. Instead, we should be able wrap 
bootstrap tasks such that replay can be cancelled when tablet server is shut 
down (since we are now able to recover if a bootstrap process crashes).)
