The size of the underlying cfile blocks would definitely affect this (and 
worsen the problem). [~cfreely] pointed out an example way of getting small 
blocks: using mostly-null or otherwise highly compressible data. We don't do a 
great job of estimating post-compression block size, which means that even if 
the target block size is the default 256K, we can sometimes end up with much 
smaller blocks after they've been encoded and compressed.

It would be interesting to add some way of getting metrics on underlying block 
size distribution - might help solve this mystery.
