It looks like there is an open bug with some details:

A workaround is listed as:

It's also noted that Gerrit 2.15 may have fixed this. We are on 2.14.2
currently.

This issue seems to be fixed on gerrit master. possibly 2.15 too.
So looks like those two changes may fix this :).
