As proposed, this would revert the perf improvement from KUDU-1125.

Agree that the "wedged" state the masters enter is bad and we should fix it; 
let's just make sure we don't regress perf in doing so. Perhaps we can find 
some sort of batch-based middle ground, where _some_ tablet reports are 
coalesced into one write, but not all?
