In many cases due to use error, we see the size of the tablet replicas going
more than 2x beyond the recommended maximum size of 50GB.
It makes sense to stop writes once a tablet replica size hits a certain
threshold, I am thinking about 100GB as there were no serious performance
issues faced until that point. Of course we need to make it configurable for
users who know what they are doing.
