*Follow-up (before close):* Drop the default value for prefer_follower_moves on
TwoDimensionalGreedyAlgo too (same pattern as LocationBalancingAlgo). Requires
updating the zero/one-arg call sites in rebalance_algo-test.cc to pass both
EqualSkewOption and prefer_follower_moves explicitly. Raised by Ashwani on
patch set 6.
