we do support syntax like "SELECT.... limit 10 offset 10",
this ticket depends on whether we will support syntax like "OFFSET 10 ROWS
FETCH NEXT 10 ROWS ONLY"
seems syntax for user "SELECT.... LIMIT 10 OFFSET 10" is enough ,need to
discuss.
