As KYLIN-2849 desc, i got the same exception. and a bad segment or a failed
job can be caused by many reasons(hbase connection timeout etc.), which can not
be excute any action more.
Now that the "NEW" job seem inevitable, we should make the actions enabled to
reslove ths issue.
BTW, I can not determine the final solution in KYLIN-2849.
