修改了 RefreshSnapshots.scala 中支持 snapshot 构建的逻辑，storage type v1 and v3 都支持构建
snapshot
Modified the logic in `RefreshSnapshots.scala` to support snapshot building.
Now, both storage types v1 and v3 support snapshot construction.
