David Smiley commented on SOLR-14599:
-------------------------------------

Ishan: BTW the "manual" instructions need not imply hand-edit of configs; using
the config API to accomplish the same applies as here as well.  You might then
ask why doesn't the package include those self-configure instructions.  The
answer is when those instructions aren't suitable to the user.  For example
anything involving schema analysis chains usually is something customized /
integrated with existing choices carefully.
{quote}The {{package-manager.adoc}} is specifically mean to contain the CLI
commands
{quote}
Oh; I didn't know that.  That's kind of a limiting scope but I can see that the
majority of the content relates to the CLI; Security is an exception.  Still;
"internals" feels wrong, and yet another page seems a bit much for just this.
What if this information was added to the very bottom and was clearly
delineated?  Basically like how the Security part is added.

> SOLR-14404 made it possible to write request handlers that are registered at
> core container level. This makes it possible for packages to have two types
> of plugins:
> # Collection level
> # Cluster level
> This issue intends to introduce the latter via package manager. The manifest
> for a package will now specify the type of the plugin. Such plugins can be
> deployed directly without specifying a collection.
