Why the HTTP POST/PUT distinction on "Create" vs "Update"?  A quick google 
search reveals https://restfulapi.net/rest-put-vs-post/   and it seems we 
should have only PUT.  I suppose you are trying to map overwrite=true/false to 
the restful action.  Maybe there simply is no "false" for the RESTful side... 
if you want to avoid over-writing, then see if it's there first.  Thoughts?
