You're not missing anything here [~ichattopadhyaya], quite the opposite!
 I identified the DOWNNODE issue and considered that a replica should not be 
marked down when its node goes down (see 
[here|https://docs.google.com/document/d/1u4QHsIHuIxlglIW6hekYlXGNOP0HjLGVX5N6inkj6Ok/edit#heading=h.px22804j4t18]).

Recovery is likely similarly problematic. 
[SOLR-15052|https://issues.apache.org/jira/browse/SOLR-15052] you're working on 
will likely solve this issue, so thanks.
